Any warehouse of fuel and lubricant products is a complex of buildings and a set of equipment that is used during the reception, processing and storage of PMM. These include engine oil, fuel and combustible liquids that have a special purpose. The PMM warehouse complex is also equipped with mechanisms designed for supplying fuel and lubricants and refueling vehicles with them.

When designing such objects, it is taken into account that they can be pre-factory, which are located mainly on the territory of a specific enterprise and are divided into commodity and raw material warehouses.

Also objects for storage of PMM can be transshipment. They are equipped with special equipment that is used to move refined products between vehicles. In addition, PMM storage facilities are also distribution facilities, where they are loaded into smaller containers. Special equipment is also used for this.

During the design of PMM warehouses, the territory is divided into separate functional areas:

• storage area with tanks of fuel and lubricants and pumping equipment connected to process pipelines;
• operative zone with special equipment, which allows filling of PMM into different containers;
• auxiliary zone, which includes objects that allow the entire warehouse to function normally (boiler room, electrical substation, repair shop, etc.);
• administrative zone, where the management of the enterprise, security, garage management, fire station are located.

During the design of PMM warehouse complexes, the estimated area of each zone is taken into account. If a project of a port warehouse is created, then a separate zone is provided, where tanker products are loaded and unloaded. In other words, these are piers with special equipment.

The main difficulties and mistakes
with independent design:

1. Lack of an agreed project of the Sanitary Protection Zone (SZZ)
2. Lack of metering devices and objective (calculated) data on the required productivity.
3. Lack of title deeds to the land.
4. Inaccuracies in the preparation of the Terms of Reference: all the necessary studies were not taken into account, the documents listed above were not taken into account.
5. The justification of the price was performed incorrectly, on the basis of commercial proposals of non-specialized organizations, without taking into account the fulfillment of the requirements of technical conditions, the need for inspection of buildings and structures, etc.
6. Surveys, research, and design are performed by different companies, which causes delays and additional work.
