Budgeting by the resource method
The method, which is based on the calculation of the real price of all cost elements of the estimate, is called resource. It was introduced into the system of estimates in the early nineties as more accurate in the face of continuous price increases. The resource methodology for preparing estimates is based on the fact that there are three main types of construction work, including the working hours of builders, the operating time of machines and mechanisms, the consumption of basic materials and building structures.
Based on this, the estimated cost of the project is calculated by summing up the salaries of workers, the costs of materials, products and building structures, as well as the operation of machines. But, unlike the base-index method of calculation, the cost of the components of the estimate is based on the real prices of resources and the wages of workers during construction, repair or reconstruction.
The calculation of the estimate according to the resource method is carried out according to design and regulatory data on the need for materials and products, methods of their delivery, transportation distances and time of use of construction machines, the need for electricity and labor costs of workers.
The data obtained by this method are illustrative, based on the current prices of all types of resources and most accurately reflect the real cost of construction at any stage. In addition, with a further change in prices, the estimated resource cost can be recalculated. However, there are a number of difficulties for the widespread introduction of the resource method of developing estimates.
