In the resource-index method of calculating the estimated cost of construction, monthly data of price-forming bodies on the current cost of basic, limited to a small number, materials and construction machines are used. The costs of other resources are calculated using special coefficients (indices) determined by the РСССС.

For example, the cost of materials can be determined based on current prices, and the salary of workers and the operation of machines used in construction is calculated according to basic standards using conversion factors.

When calculating direct costs in local estimates using the resource-index methodology, the following initial indicators are required:

• the complexity of work and maintenance of machines;
  
• operating time of special equipment;
  
• the need for materials and structures.

To determine these data, sheets of material requirements, specifications of products and parts, and collections of GESN-2001 can be used. Calculations are made using special programs.

The main difficulties and mistakes
with independent design:

1. Lack of an agreed project of the Sanitary Protection Zone (SZZ)
2. Lack of metering devices and objective (calculated) data on the required productivity.
3. Lack of title deeds to the land.
4. Inaccuracies in the preparation of the Terms of Reference: all the necessary studies were not taken into account, the documents listed above were not taken into account.
5. The justification of the price was performed incorrectly, on the basis of commercial proposals of non-specialized organizations, without taking into account the fulfillment of the requirements of technical conditions, the need for inspection of buildings and structures, etc.
6. Surveys, research, and design are performed by different companies, which causes delays and additional work.
